Job Description:
POSITION SUMMARY
Directs, administers, and coordinates the operational activities of
Eden Housing, Inc.'s operating affiliates - Eden Housing Management
Inc. (EHMI) and Eden Housing Resident Services, Inc. (EHRSI) with a
current portfolio of 146 properties, 9900 plus units and 300
employees. The Senior Vice President of Property Operations has
overall responsibility for ensuring that projects developed by Eden
Housing, Inc. remain fiscally sound, affordable, and
well-maintained, and that they feature a comprehensive resident
services component. As a member of EHI's top executive management
team, the Senior Vice President of Property Operations reports to
the Chief Operating Officer (COO) and works closely with the SVP of
Human Resources and the entire executive team in formulating and
administering the organization's policies, goals, and
objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Management and Budget
Serves as the corporate senior property management leader on best
property management practices and operational effectiveness.
Participates in formulating and administering company policies and
developing long- range goals and objectives.
Manages corporate budget responsibility for two affiliates - EHMI
and EHRSI.
Plays a key leadership role in setting sound property management
principles with a commitment to providing supportive services to
residents. Supervises the VP of Resident Services and other
services.
Directs and coordinates all activities of EHMI within established
operating, fiscal and personnel policies and regulatory
requirements.
Provides direct supervision to the VP of Resident Services, the
Director of Compliance, the Director of Property Operations, The
Director of Property Operations and Quality Management, The
Director of Facilities, and other positions, as necessary.
In conjunction with property management staff, responsible for
assuring excellent physical condition of the properties. Works with
Director of Facilities and Property Supervisors to assure adequate
short-term preventive maintenance and long-term capital
planning.
Serves as liaison with state, federal and regulatory offices,
lenders, and investors, making oral and written presentations, as
necessary.
Researches, investigates, analyzes affordable housing management
industry trends and developments, and in accordance with these
trends/developments, prepares forecasts, action plans and
recommendations for the company.
Negotiates, executes, and evaluates new/existing property
management contracts ensuring proper staffing, funding,
building/equipment safety and regulatory compliance
In close collaboration with the CFO and Asset Management, the SVP
is responsible for the financial performance of the properties.
Reviews annual operating budgets, monthly financial and progress
reports and annual audited financial statements for all projects
related to Property Management. Collaborates on systems and
processes for cost control.

Program
Ensures the quality of services provided to the residents is of the
highest level and that there are mechanisms to evaluate the
effectiveness and impact of programming.
Oversees properties' operations including working with Director of
Training and Staff Development to include ongoing training and
coaching on specific issues, e.g., personnel or resident matters,
expenditures, or compliance with regulatory requirements.
In conjunction with the VP of Resident Services assures cooperative
and productive working relationships between site staff. Identifies
and implements joint training opportunities, and where appropriate
assists with program planning and implementation.
Collaborates with SVP of Human Resources and Talent Development to
ensure compliance, fairness and equity in Property Operations
employees' compensation and adherence to personnel policies and
procedures.
Collaborates with the Real Estate Development staff on new project
development activity and portfolio refinancing. For new projects,
the SVP assists with the management contracts, initial budgets, and
site planning for optimal long-term property performance. Oversees
the implementation of marketing and lease up efforts for all new
development activity. Works cooperatively with development and
asset management in the refinancing and large-scale capital
improvements required for older portfolio projects.
Supervises the preparation and delivery of written and oral reports
to Eden Housing Board of Directors, its Property Operations
Committee, the Resident Services Committee, and the Boards/Owners
of affiliate entities.
Confers regularly with the COO and senior management team and other
staff to review status, assess goals and objectives, and determine
the company's future growth and direction. Responsibilities include
working in conjunction with President/CEO, COO, CFO, SVP of HR of
Human Resources and Talent Development, Senior Vice-President of
Real Estate Development, Vice-President of Asset Management, and VP
of Resident Services on budgeting and strategic planning for the
Management & Services affiliates.
Policy
Stays abreast of legislation, regulations and issues that may
impact property management operations; interfaces with government
regulatory agencies as management agent and ensures regulatory
compliance; maintains effective working relationships with
representatives of city, state and federal agencies, industry
peers; and others involved with government. Disseminates relevant
information, as appropriate to supervisor and property management
staff.
Assists in developing policies, procedures, and monitoring systems
for affordable housing compliance.
SUPERVISORY RESPONSIBILITIES
Manages the VP of Resident Services, Directors of Operations, ,
Facilities, and Compliance and other positions as appropriate.
Responsible for the overall direction, coordination, and evaluation
of the operation of site personnel, compliance, facilities, and
resident services. Manages management responsibilities in
accordance with the organization's policies and applicable laws.
Leadership responsibilities include talent development of employees
which includes but not limited to training, planning, assigning,
and directing work; appraising performance; rewarding and
disciplining employees; addressing complaints and resolving
problems.
EDUCATION and/or EXPERIENCE
Advanced degree strongly preferred.
A minimum of 10 years' experience in Real Estate Asset Management,
Property Management and/or Construction Management with
demonstrated record of assuming positions of increasing
responsibility.
Experience in affordable housing preferred.
A minimum of 10 years of supervisory experience with at least 3 of
those years in high- level department management.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have reliable transportation, a valid California Driver's
License and vehicle insurance.
Preferred qualifications include real estate license and other
specialized training such as Certified Property Manager (CPM), Low
Income Housing Tax Credit and HUD Occupancy certifications.

Proven ability to direct department activities; lead by example;
formulate and execute company-wide goals and objectives and assess

Extensive knowledge of the affordable housing industry and
applicable federal, state, and local government regulations
Thorough knowledge of personnel laws pertaining to employment,
compensation, workers compensation, ADA, benefits etc.
Strong financial background and attention to detail to prepare,
forecast, review, evaluate and interpret various reports and
studies, e.g., monthly progress reports, cost analyses, etc.
Computer proficiency, particularly Excel, Word, and specialized
programs such as YARDI.
Experience working with diverse groups, i.e., staff, residents,
boards, outside contacts.

LANGUAGE, MATH & REASONING SKILLS
Ability to read, analyze, and interpret common scientific and
technical journals, financial reports, and legal documents. Ability
to respond to common inquiries or complaints from customers,
regulatory agencies, or members of the business community. Ability
to write memos and articles for publication that conform to
prescribed style and format. Ability to effectively present
information to executive management and external and internal
stakeholders. Ability to work with mathematical concepts such as
probability and statistical inference. Ability to apply concepts
such as fractions, percentages, ratios, and proportions to
practical situations. Ability to define problems, collect data,
establish facts, and draw valid conclusions. Ability to interpret
an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete
variables.
